Community Outreach Defeats SB 832, Creating A Win for Sex Abuse Survivors

Doug Rochen, a partner at DiCello Levitt whose practice focuses on single-event catastrophic injuries and sexual abuse litigation, was published in the Daily Journal on April 23, 2025, for his article titled, “Community Outreach Defeats SB 832, Creating A Win for Sex Abuse Survivors.”

Doug writes, “California Senate Bill 832 (SB 832) proposed imposing significant restrictions and procedural hurdles for survivors of childhood sexual abuse seeking justice. The bill’s most controversial provision required ‘clear and convincing’ evidence beyond the victim’s testimony alone, a standard that would have created insurmountable barriers for many survivors. Fortunately, the bill was pulled by the author this week.

Childhood sexual abuse cases frequently hinge upon survivor testimonies due to the typically private and concealed nature of such abuses. Advocacy groups warned SB 832 would disproportionately burden older survivors, many of whom had only recently been empowered to seek justice through prior legislative expansions.”
